| 摘 要： | 对公共服务型政府的理论探讨,首先应该明确其内涵和外延.公共服务型政府不但意味着政府职能体系的重新调整,更意味着政府理念的转变和价值观的重塑,涉及到权力的重新划分和治理方式的改变.因此,构建公共服务型政府,需要建立和完善市场经济体系,建立法治国家和民主政治.

| Abstract: | To discuss the public service oriented government theoretically, its meaning and extension should be defined first. Public service oriented government means not only the reform of government function system, but also the transformation of the government concept and the rebuliding of value view. Herewith, to construct the public service oriented government, it is necessary to build and perfect market economy system, the rule of law and democratic politics. |
