对当前欧盟研究的几点思考

欧美学术界研究欧盟的角度已逐渐从宏观层面的一体化研究转向中观、乃至微观层面关于欧盟日常运作的研究，研究范式也从单一的国际关系方法走向跨学科综合研究。欧盟已成为国际政治中具有准联邦性质的、多层次治理结构下的一个政治实体。它是一种远远超出国际组织，但又不完全符合联邦国家模式的新型政治体制。欧盟一体化过程中的国家主权与超国家主义之间的斗争在外交与安全政策这一涉及国家核心主权的领域体现得尤为明显。当前，欧盟共同外交与安全政策还处于较低发展阶段，但成员国外交政策的“欧盟化”趋势无论在制度上还是内容上，无论在垂直层面还是在水平层面都有迹可寻。

Some Reflections on the Study of the European Union

In the field of EU studies,western scholars have turned their focus from integration research at the macro-level to research into daily operation of the EU at the mid-level and even micro-level.Research paradigm has also changed from the ankle of international relations to multi-disciplinary and comprehensive studies.The EU has become a polity with pro-federal characteristics and multi-level governance structure.It is a new international political existence which has far surpassed being an regional organization,while does not fully conform to a federal state.The fight between national sovereignty and super-nationalism has been most obvious in the area of Common Foreign and Security Policy(CFSP),which involves core sovereignty of nation states.At present stage,the CFSP is still at a low level,but traces of "Europeanization" of this policy area can be identified both institutionally and substantially.
