东北老工业基地改造中的工业遗产保护与利用问题

东北地区的近代工业始于19世纪末中东铁路的修建，日本侵占后移植大量近代工业，解放后在苏联援助下很快成为重要的工业基地，其工业遗产十分丰富。工业遗产具有历史、文化、经济和政治价值，在东北老工业基地的改造中，如何保护中国早期工业化的历史遗产已成为面临的重要问题。在对工业遗产保护的措施方面，以政府行为、企业行为、个人投入相结合的方式或更为可行。地方政府和相关企业应及时确定本地区本企业工业遗产的保护开发方案，边保护边开发利用，以确保保护的持久性。

Protection and Utilization of Industrial Heritage in the Restructuring of the Northeast Old Industrial Bases

The modem industry of Northeast China started in the construction of Middle East Railway in late 19th century. After the Japanese occupation of Northeast China, they transplanted a large number of modem industries to there. The Northeast China had become an important industrial base very soon after liberation under the assistance of the Soviet Union, which is rich in industrial heritage with its historical, cultural, economic and political value. In the restructuring of the Northeast old industrial bases, how to protect the historical heritage of the early industrialization of China has become an important issue that we must face. In the measures of the protection of industrial heritage, the combination of government＇s actions, business behavior and personal input are likely to be more feasible.
