| 摘 要： | 享有基本的社会保障是现代社会每个公民的不可剥夺和转让的权利。我国农村人口占绝大多数,却基本上游离于社会保障之外,相对于城镇居民享有的基本保障来说,是不公平的。因此,逐步建立和完善农村社会保障体系,对于维护广大农民基本生存权和发展权和实现社会公平有着极其重要的价值。

| Abstract: | Fundamental social security is the irrevocable right for every citizen in the modern society.The majority of China's popularity lies in the rural areas,but the peasants almost enjoy no guarantee for social security.As compared with the urban citizens,it is unfair.Therefore,in order to achieve overall social equality it is of great importance to establish and improve the social security system and uphold the fundamental rights for the existence and development of the peasants |
