新农村建设背景下乡村外出精英的乡土回归——以河南省C县实施“回归工程”为例

发展县域经济是新农村建设的有效途径,而乡村外出精英的乡土回归,又是壮大和发展县域经济的重要思路。文章立足于新农村建设的时代背景,在界定乡村外出精英和乡土回归概念的基础上,以新农村建设和县域经济都获得较大发展的河南省C县实施的“回归工程”为例,分别从乡村外出精英由于乡土情结愿意回归与乡土由于发展需要积极吸引回归两个两方面谈乡村外出精英回归乡土的可能性与重要性。

Rural Outward Elite''''s Returning to Local in the Background of New Rural Construction——Taking the Implementation of "Returning Project" in C County of Henan Province as an Example

It is an effective way to develop county-territory economy for the new rural reconstruction,and rural outward elite's returning to local is also an important mentality of strengthening and developing county-territory economy.This essay is based on the background of new rural reconstruction,and defines concepts like "rural outward elite" and "return to local",taking the implementation of "returning project" in C county of Henan Province,which obtains big development in the new rural reconstruction and the county-territory economy,as an example.The essay attempts to discuss separately the possibility and the importance of rural outward elite's returning to local from following two aspects.On one hand,rural outward elite is willing to return to local because of the local complex.On the other hand,the local attracts positively the rural outward elite's returning to local because of personal developing need.
