大力发展社会保障事业全面推进建设小康社会

"小康社会"是指我国社会主义发展过程中的一个介乎温饱和现代化之间的过度阶段。经过改革开放以来20多年的艰苦奋斗,我国已顺利实现了邓小平同志提出的现代化建设"三步走"战略的前两步目标,总体上达到了小康水平,但现在我们所达到的小康还是低水平的、不全面的、发展不平衡的小康,人民利益增长的物质文化需要同落后的社会生产之间的矛盾仍然是我国社会的主要矛盾。党的十六大提出,进入新世纪,我国进入全面建设小康社会,加快推进社会主义现代化的新的发展阶段,并就如何全面建设小康社会进行了战略部署,而大力发展社会保障事业,对全面推进小康社会有重大意义。首先要了解目前我国社会保障事业的现状,由此采取相应的措施,如:根本转变在农村转变社会保障方面存在的陈旧观念,多方筹集社会保障资金,充实社会保障关键要加大对农业的支持和保护力度,调整农业产业结构,转变农村富裕劳动力,增加农民收入,缩小城乡差距等。

Developing social security and upgrading the construction of fairly well-off society

Fairly well - off society is a stage between initial development and modernization of society. In the past 20 years, China has realized the first 2steps of'3 steps' proposed by Deng xiaoping to social modernization . However, the level of being fairly well - off is unbalanced and regional.The contradiction between people'physical needs and social productivity is still the main focus in our society.The 16th NPC has painted a great picture for constructing fairly well - off society which emphasizes the importance of developing social security. Firstly, this paper discussed the situation of present social security and measures to improve it, such as changing old ideas, collecting security funds, increasing agricultural investments and produce construction, channeling labour force, enlarging farmer income and decreasing city - countryside discrimination.
