公务员信用体系的投诉机制研究

摘    要:对公务员工作效能低下及违纪违法现象的投诉是公民的一项基本权利,也是一种比较有效的监督形式。但目前我国公务员投诉机制由于存在着诸多不足,也没有形成统一可操作的系统,使得公务员投诉效果并不理想。促进公务员廉洁奉公和有效抑制公务员系统的腐败现象,就必须从社会信用体系角度入手,结合信用体系建设建立新的网络投诉机制。这一机制包括投诉、管理、反馈与处理以及保护等几个环节。

Abstract:There are many of complaints against civil servants from society.It is the important actor of supervising government.However,the complaining procedures are not perfect,and in fact they can not work smoothly.They are lack of the unified operating system across the whole country,and they have not brought into the effect.The effective complaining procedures,which include of complaint,management,feedback,accountability and protection as well,should bring about the good effectiveness with the supporting of social credit system in the country.
