| 摘 要： | 在当前全球化的时代背景下,国际环境保护法律制度呈现出趋同的态势。我国应改变现行环境保护立法理念,明确规范多元化的环境保护法律主体,合理进行环境保护公权力的分配,设置适当的环境行政职权,切实保证环境保护法律制度的实施。
