支持粮食主产区粮食加工业发展促进农民增收维护国家粮食安全

解决粮食安全问题,调动农民和地方政府发展粮食生产的积极性,国家应运用财政、税收、金融等手段,扶持粮食主产区粮食加工企业,使粮食加工企业获得等于或高于社会平均利润率的利润;鼓励粮食加工企业通过发展订单农业让利于农民;通过宏观调控等综合措施来维护市场稳定和国家粮食安全.

SUPPORTING THE DEVELOPMENT OF GRAIN PROCESSING INDUSTRY IN MAJOR GRAIN PRODUCTION AREAS,INCREASING FARMERS' REVENUES AND PROTECTING THE SAFETY OF THE STATE GRAIN

The grain problem can not be solved only from the perspective of agriculture.The joint point for the interests of the central government,the local government and farmers must be determined,and the initiativeness for farmers and the local government to develop grain production must be motivated.In other words,grain processing in grain production areas should be supported by the State through the fiscal,tax and financial means, which can make these enterprises obtain equal or higher profit than the social average profit. At the same time,these enterprises should transfer some profit to farmers by developing order agriculture.Furthermore,the government should maintain the market stability by macro-regulation and put the state grain in safety by taking comprehensive measures.
