论高等学校内部运行机制与管理体制的关系

高等学校内部运行机制和高等学校管理体制的关系问题是高等教育管理中的重大理论和现实问题。但目前研究不多亦不深入。笔者就此问题进行了系统的理论分析，指出二者之间是一种相互影响、彼此制约、互相转化、复杂多变的关系。文中着重阐明了高等学校内部运行机制和管理体制的核心是高等学校管理主体，以及高等学校管理体制是高等学校内部运行机制的有机组成部分等观点。

On the Relationship Between Internal Running Mechanism and Administrstive System for China's Higher Educational Institutions

The relationship between in.ternal running mechanism and administrative system for higher education institutions is a ma.tter of no little significance both in theory and in practice for China's higher education institutions. However, there has been a lack of investigation in this field, not to speak of real research with some profoundity. This paper makes a systematic theoretical analysis of the problem, and points out that the relation between the two is one of mutual influence, mutual condition and mutual transformation, presenting great complexity and considerable changeability. The paper goes on to stress the point that the core of the two is the administrative subject of a higher education institution, and administrative system is an organic component of internal running mechanism.
