| Abstract: | It is no doubt that human capital is the loader of enterprise core competence. However, skilled labor seems ignored. We always neglect one side of something and emphasize the other. As a result, good opportunities may be lost. This paper attempts to design a supporting system of defining skilled labor so as to build up a higher platform for human capital and enterprise competition force. |
