| 摘 要： | 英国行政裁判制度在发展过程中出现了裁判所地位不够独立、裁判程序复杂化、裁判所体系分散、裁判人员素质不高等问题。英国政府采纳里盖特委员会报告的建议,对行政裁判制度进行改革,使英国的行政裁判制度转变为独立裁判制度。

| Abstract: | Many problems have risen in the developing process of the administrative tribunal system such as the dependent status,complicated procedures,scattered system and low quality members of the administrative tribunal in the United Kingdom.The United Kingdom took the suggestion of Report of the Review of Tribunals by Sir Andrew Leggatt and reformed the tribunal system.The system has eventually completed the change from administrative tribunal to independent tribunal. |
