摘    要:近年来,新闻策划作为一种全新的新闻理念正在被新闻界所接受。但这种以"真实性"为最显著特征的、对新闻事实按照新闻规律和价值进行的科学合理的组织和策划,在具体的实践过程中存在着两个错误性的倾向:即将新闻策划等同于新闻炒作,将新闻策划等同于策划新闻。其实,违背新闻价值和规律的新闻炒作是对新闻报道活动的过度策划,其在动机、目的、新闻价值取向及表现形式上都与新闻策划有很大的差别,而以策划"新闻事实"为主要特征的策划新闻在宣传的本质、客体及结果等方面与新闻策划有着质的不同。

Abstract:In recent years, news designing is being accepted by the press as a brand-new idea. But there are two misunderstandings in the practice of this new scientific and rational organization and designing of news facts which is characterize by"truthfulness",and which is based on the laws and values of news: taking news designing for news ballyhoos; taking news designing for designing news. In fact, it is"over-designing"news if news is promoted against its values and laws. There are great differences no matter in the motives, news value-orientation or its expression. Also, designing news which is characterized by designing "news facts"differs qualitatively from news designing in terms of the nature, object and results of propagandism.
