| 摘 要： | 听证会的社会背景是:20世纪60年代前半期,美国的对华舆论和对华政策都有开始解冻和进一步灵活的倾向。富布赖特组织听证会的行为动机包括:避免中美之间的军事冲突,对公众和国会议员起教育作用,扩大参院的外交决策权,促进政府与学术界的交流沟通以及个人希望有所作为。

| Abstract: | Social background of the Hearings is: during the first half of 1960s, both U.S. public opinion and government policy toward China tended to be thawing and more flexible; the intentions of Fulbright to organize the Hearings are: to avoid war between U.S. and China, to increase the knowledge of China in Congress and the public, to extend the power of Congress in foreign policy decision making, to promote a better two-way communications channel between government and universities, and, for himself, to play an active role in foreign affairs. |
