| 摘 要： | 人口是经济发展、社会进步的原动力。人口素质影响着经济的发展和社会的进步。提高人口素质,是促进河南省由人口大省向人力资源强省转变的有效途径,也是促进人的全面发展、构建和谐社会的基本举措,更是落实科学发展观的重要措施之一。

| Abstract: | Human beings are the original power of the social economic development.The social economic development is much influenced by population quality,therefore improving population quality is an effective way to accelerate the change for Henan province from the big province in population to the strong one in talents,and it is also the basic way of improving the all-round development of human beings and building the harmonious society.And even more important,it is a major way of practising the scientific concept of development. |
