广西县域循环经济的经济子系统发展状况评价

在归纳县域循环经济理论和循环经济评价方法基础上,对广西2009~2011年三大经济区域的91个县区循环经济的经济子系统发展状况进行评价,计算各县区经济发展指数,采用交叉分析法实证,并进行横向、纵向比较以及典型分析。通过分析可知,广西县域循环经济的经济子系统方面发展较慢,且分布不均衡,尤其是桂西资源富集区的经济发展相对较差,而北部湾经济区和西江经济带也只有防城港和桂林两个亮点,对周边经济发展的辐射能力有限。政府应加强区域统筹规划发挥区域优势、做大做强工业、大力发展第三产业等,以推动县域循环经济进一步发展壮大。

Evaluation on the Development of Economic Subsystem of County Circular Economy in Guangxi

Based on the theory of county circular economy and the evaluation method of circular economy,this paper carries out evaluation on the development of economic subsystem of circular economy in 91 counties in Guangxi from 2009 to 2011,and it also calculates the economic development index in different counties and districts.The research methods include cross analysis method,vertical comparison,horizontal comparison and typical analysis.Analyses show the low and unbalanced development of economic subsystem of county circular economy in Guangxi.In particular,the economic development of resources-abundant western regions of Guangxi is lagging behind.Only Fangchenggang and Guilin show highlights in the Beibu Gulf Economic Zones and Xijiang Economic Belt,but their radiating capacity to their surrounding areas are limited.The government should strengthen regional planning by making use of regional advantage,making industries big and strong and vigorously developing the tertiary industry,so as to further develop the county circular economy.
