| 摘 要： | 公民网络参与是信息时代实现城市善治目标的必然选择,而公民网络参与的发展有赖于城市善治目标的逐步实现,主要体现为:透明性是公民网络参与发展的前提,回应性是公民网络参与发展的关键,有效性搭建了公民网络参与发展的平台,法治性提供了公民网络参与发展的保障。
