| 摘 要： | 本文介绍了美国、日本、西班牙和菲律宾等主要国家的农业保险立法概况;分析了这些国家实施农业保险法制的理论基础,如农业保险的政策性或“准公共产品”理论、农业保险的强制性理论、农业保险的分层次理论以及农业保险的风险证券化理论等;得出建立我国政策性农业保险的政策与法律机制、建立和实施农业保险巨灾债券制度的两点启示。
