商业银行声誉风险管理组织体系的构建

现行的商业银行声誉风险管理组织体系构建存在着较多的问题:对构建组织体系重视不够、组织架构仍不健全、职责界定尚不明晰、战略落实部门分散、声誉风险管理方面专业人才较少、信息系统尚不畅通、基层分支机构在声誉风险管理中组织缺位等。构建体现商业银行声誉风险管理特定要求的组织体系,要坚持一定的内在性原则:全覆盖原则、独立性原则、资源共享性原则、一致性与权威性相结合原则、集中性与分散性相统一原则等。商业银行声誉风险管理除了通过一系列的管理程序和处理办法实施以外,还要依照国际惯例与国内监管机构的要求在内部组织体系设置上有合理的安排,并充分体现商业银行声誉风险独具的特殊性以及在组织体系构建上的个性化要求:进一步发挥董事会在声誉风险管理组织体系中的战略性作用;充分发挥各职能部门在声誉风险管理方面组织体系中的主体作用;深化现行的商业银行声誉管理组织体系改革,建立集中与分散相结合的矩阵模式的组织管理体系;积极培育声誉风险管理的专业人才;构建高效的信息沟通渠道;强化与完善基层分支机构声誉风险管理职能。

On the Construction of Reputation Risk Management Commercial Bank System

After the commercial bank's reputation risk management objectives identified,it needs a perfect risk management organization system to implement them.But the reputation of the existing commercial bank risk management organization system still has more problems such as lack of emphasis on the construction of organization system,imperfect organization structure,vague definition of responsibility,loose departments for the enforcement of strategies,lack of specialists for reputation risk management,blocked information system,and lack of branches in reputation risk management and so on.To construct the organization system that meets the special need of reputation risk management should adhere to some inherent principles such as whole coverage principle,independent principle,and sharing principle of resources.As risk management has not only the common features, but also their individual management requirements,so in addition to implementing the basic requirements of State Banking Regulatory Commission on reputation risk management organization system,some inherent principles to construct organization systems to manifest the particular requirements for commercial bank reputation risk management must be adhered to.
