| 摘 要： | 中国农民贫困的原因在于发展权的“贫困”。发展权剥夺的影响比收入低下的影响更重要,发展权“贫困”限制了中国农民的发展机会和空间,发展权对贫困主体具有内在的价值功能。中国农村扶贫重点应逐步从物资扶贫和能力扶贫转向权利扶贫。

| Abstract: | South China Normal UniversityAbstract: farmers' poverty in China lies in their lack of the rights to develop. The deprival of the rights to develop is more serious than the low income on the part of farmers.The lack of the rights to develop limits the chinese farmers to develop.As the rights to develop has inherent value for the poor subject,the poverty-relief in China must shift the emphases on material poverty-relief and ability poverty-relief projects to on rights poverty relief ones. |
