| 摘 要： | 盛世才执政时期,区村制在新疆实施,经历了三个阶段,不同阶段其任务也随之发生变化。前期重点是改定县治与增设县局,而县以下政权组织建设较少;中期则将工作重心放在划编区村上;后期则对区村组织机构与区村长相关事宜给予规范与完善。区村制是适应当时地方行政现代化需要而产生的,其使新疆基层政权组织首次得以健全,形成了县以下行政制度的科层化,并进而稳固了盛世才的统治。但正当区村制高速发展之时,由于盛世才政治立场的转变而中途为保甲制所代替。
