中国新贫困人口及其社会保障体系构建的思考

本文从贫困概念及演化提出新贫困人口的定义和类型,认为新贫困人口是我国计划经济向市场经济制度转轨过程中的利益受损者,解决新贫困人口的生存权和发展权问题是政府的基本责任,由此从社会保障的内涵、功能和价值基础等角度阐释社会保障体系在解决我国新贫困人口问题的重要作用,并提出完善我国社会保障体系的对策思路。

New Poverty- Stricken Population and Its Social Security System Construction in China

The article advances the definition and types of new poverty-stricken population on the basis of the poverty definition and evolvement, holding that new poverty-stricken population is economically loser over the course of the transition from a planned economy to a market economy in China. Sustaining right of survival and right of development for new poverty-stricken population ought to be one of the fundamental responsibilities of the government. Furthermore, the author elaborates on the effects of social security system in reducing new poverty-stricken population and the measures to improve the social security system.
