Contemporary Shape of Marxist Theory on International Relations-- Trail remark on the idea of 'Peaceful Rising'

In his speech entitled 'Cast your eyes to China" on 2003. 12. 10, Premier Wen Jiabao for the first time put forward the idea 'peaceful rising'. This idea aroused wide attention and discussion of the media and the academic circles in and out of China. Starting from the direction and the visual angle of the international relation theory, this note probes into the handing on-inheritance relation between the scientific connotation and the time background when the idea of "peaceful rising' was put forward and the Marxist theory on international relation. It has important theoretic and practical significance to adhere to this idea with regard to guiding modernization construction, speeding up development and realizing rising of our country.
