| 摘 要： | 明朝初期,朝廷通过设立土司、加强对土官的管理、推进司法管辖等措施,加强对水西地区的法律控制。延续因俗而治,利用水西地区特殊的政权治理彝民,实现了对水西地区的有效统治。
