华中抗日根据地的政权建设 ——以淮北、淮南、皖江抗日根据地为个案

华中抗日根据地政权建设，立足于抗战时期农村社会的政治实践，不仅是“三三制”原则在基层政治层面的实现，更体现了统一战线和群众路线的有机统一。淮北、淮南、皖江抗日根据地把“三三制”政权作为政权建设的主要方向。淮北区致力于改善与加强党对政权工作的领导，合理解决了军队与政权的关系问题。淮南区、皖江区也坚决贯彻“三三制”原则，以推进政权的民主化进程。淮北、淮南抗日根据地积极完成对基层政权的改造。为尽快实现改造保甲制的直接目的，淮北区强调发挥作为代表会议常设机构的行政委员会的职能，努力使基层政权改造与各种政治运动相结合。淮南区通过增加选举程序的公开透明度，鼓励群众参加民主选举。
