Enterprise group is a kind of enterprise organizational form of adapting to scale economy and market economy. Up to now,lots of enterprise groups in China have been restrained by government responsible departments. In order to change government function and enterprise mechanism, enterprise groups in China should replace government departments at the intermediate level.
