治理理论对我国治理变革的启示

治理理论是当代有关政府和行政改革的前沿课题,该理论对中国的政治发展具有重要的借鉴意义。从政治文化的角度,分析中国传统社会的权威体制对当下治理改革的影响,认为治理是由"主体间性"和社会性构成的,要走出当下"中国式"治理的困境与误区,除了公共管理的团体施动者(政府)应当从角色定位、文化属性和组织偏好等方面予以重新建构外,在个体施动者(社会)方面,也应通过构建公民文化,培养公民的参与意识,使公共管理活动获得公民最大限度的认同。

On China's Administration and Reform Enlightened by Governance Theory

The governance theory is a forward research topic on government and administration reform. Needless to say, this theory is of important reference significance for China's political development. This paper, from the perspective of political culture, attempts to analyze the influence of authoritative system in Chinese traditional society over the current administration. It concludes that governing is constituted by "inter-subjectivity" and social nature. In order to deal with the so-called "China-type" predicament, the group actor of public administration, i.e. the government should reconstruct its role orientation, culture attribute and organization preference; On the other hand, the individual actor, i.e. the society should be recognized by the citizen to a maximum extent by means of constructing citizen culture and cultivating citizen's awareness of participation.
