During the War of Resistance against Japan,the government of Shaanxi-Gansu-Ningxia border area must build their own industry because they were poor at that time and the enemies had closed off this area.So the government of the border area made the relevant policy to attract the intellectuals to devote to this project.The intellectuals contributed to the foundation of industrial system,reformation of technology,promotion of efficiency and they educated the subsequent talents for the construction.The construction had made quiet great progress due to their hard work so as to broke the enemies' blockage and won the war.
