| 摘 要： | 1954年,《关于重点高等学校和专家工作范围的决议》标志着中国重点大学政策的产生.但在随后的三十年里,重点大学及相关政策始终处于“政治符号”化状态.改革开放后的1982年始,重点大学政策被迅速拉升至国家重大政策决策层面.从近三十年来优先投资、集中投资、大规模投资的发展模式看,重点大学政策推行的利弊得失被观测得越来越清楚.

| Abstract: | In 1954, the document Decisions for Work Range of Key Universities and Experts was issued which marked the beginning of key university policy. But over the next three decades, the policy has always been playing the role of “political symbol”. Since the reform and opening policy in 1982, key university policy began to draw the attention from the top management in China. During the past 30 years, advantages and disadvantages of carrying out key university policy have become increasingly clear by observing those aspects of prior investment, focus investment and wide range investment. |
