摘    要:英国和瑞典20世纪90年代的高等教育质量改革有异曲同工之处:无论是加强中央集权制管理还是实行地方或院校分权制管理,高等教育的社会作用都得到加强,成为经济全球化背景下国家生存和繁荣的关键所在.两国高等教育质量改革的重要标志是大学教师专业角色与责任的转变和高等教育质量内涵的转变.当前我国高等教育的重心已经从规模扩大转向质量提高,在实施本科教学质量与教学改革工程之际,对英国和瑞典的高等教育质量改革模式进行研究,可以为我们提供一些重要启示.

Abstract:The British and Swedish quality reforms of higher education in the 1990s had different models but with the same results. Whether they were centralized or decentralized, the social functions of higher education were enhanced and became the key to the national existence and prosperity in the context of economic globaliza- tion. The landmark of the quality reforms were the shift of academic professional roles and responsibility and that of the concept of quality. Now the main priority of China' s higher education has shifted from expansion to optimization. In implementing the “quality project” of higher education, research of British and Swedish quality reforms of higher education can provide us with some important enlightenment.
