东亚共同体建设:欧洲一体化经验借鉴与中国战略

东亚复杂的现实决定了东亚共同体建设在政治、经济、文化等方面拥有一定的合作基础亦存在制约因素。欧洲一体化为东亚共同体建设在合理的选择目标和发展道路、坚持制度建设与创新、协调区域内外的关系等方面提供了有益的启示,对欧洲一体化经验进行科学的分析与选择性的借鉴不无裨益且具有很强的现实意义。中国在参与建设东亚共同体的博弈过程中须在全面审慎权衡的基础上,在倡导东亚合作框架新思维、把握好东亚共同体建设进度、妥善处理中日关系、稳定周边安全形势、消除各国对中国发展的疑虑和恐惧等方面准备理性的应对,建立稳健、清晰和长远的战略。

Constructing an East Asian Community: European Experiences and China's Strategies

The complex reality in East Asia has provided some basis for transnational cooperation in economic,political and cultural spheres but also some inhibitive factors.The experiences of the European Single Market have proven inspirational,particularly in the forging of viable goals and development paths,in coordination of internal and external relations.Hence scientifically studying and selectively learning from their experience can potentially benefit the integration process of East Asia.Participating in the construction of an East Asian Community,China must carefully and comprehensively weigh all the relevant factors,champion new ideas for an East Asian cooperation framework,take in stride Sino-Japan and Sino-frontier relations,proceed with the integration in a well-paced,organized manner,and formulate steady,articulate and long-term strategies.
