| 摘 要： | 认为农村人力资源是农村区域内具有劳动能力、能够实现价值创造的劳动力总和,其开发是全面建设海峡西岸经济区的基础性工程,是闽台农业合作的重要组成部分.总结了闽台农村人力资源开发现状,比较分析闽台农村人力资源合作开发的环境等,认为要实现闽台人力资源合作开发的可持续性必须建立长效的开发合作机制,并着重立足福建提出科学选人、正确用人、平台育人和制度留人等对策建议.

| Abstract: | Rural human resources are work force possessing labor capacity to realize value in rural area.Rural human resources development is the basic project of building the economic zone on the west side of the Taiwan Straits,and is also the important composition of agricultural cooperation between Fujian and Taiwan.The current situation of rural human resources development in Fujian and Taiwan is described,and their cooperative development environment is compared and analyzed.Meanwhile it is proposed that Fujian and Taiwan should establish the long effective mechanism to realize the sustainable development cooperation in rural human resources,and finally the countermeasures are offered mainly based on the local conditions of Fujian from four perspectives of selecting,employing,education and retaining rural human resources. |
