| 摘 要： | 指出国家助学贷款是一项帮困助学的重要举措 ,深受广大贫寒学子和社会各界的欢迎 ,是人们关注的热点。但在具体实施过程中 ,它具有数量大、额度小、环节多、风险大、成本高等特点 ,因而出现银行惜贷 ,贫困学生犹豫不贷的现象 ,使其发展步履蹒跚。认为个人信用系统建立滞后 ,是制约国家助学贷款发展的瓶颈 ;学生的模糊意识是影响国家助学贷款推行的重要原因 ;对研究生、本科生贷款额度没有区别 ,限制了助学贷款的规模。提出了进一步完善国家助学贷款的措施与途径 ,如逐步建立个人信用网站或金融体系共享的个人信用监管体系 ;健全“双线联系方式”和贷款学生数据库 ;拓宽回收渠道 ,采用国际上公认较为成功的ICL方式 ,以期平衡学生在不同时期的债务负担 ;国家助学贷款的推行需要相关部门的扶持。

| Abstract: | State granted loan in aid of college students is an important measure helping students in great need, which receives the warm welcome from students and all circles in society and has become the focus. The loan has the characteristics of a large numbers of students, little sums of money, high risks and a high cost in the process of performance. Because of the above characteristics, the banks are all unwilling to provide a loan to students and the students hesitate to borrow from banks. The progress of granted loan in aid is slow. |
