| 摘 要： | 《SPS协定》的产生在很大程度上要归因于农产品谈判所取得的重大成果,以及各成员在《技术性贸易壁垒协定》(《TBT协定》)适用范围的局限性上所达成的共识。它体现了各国在保护本国动植物和环境的基础上,促进与发展国际贸易的共同愿望。当前各国SPS措施复杂多变且更具隐蔽性,加强对《SPS协议》及相关争端解决案例的研究就显得极为迫切。
