| 摘 要： | 个体语言权是一项基本人权。我国个体语言权立法《通用语言文字法》存在着不以保护公民的语言权为立法目的、对个体语言权与群体语言权的规定缺乏系统性、对个体语言权内容的规定不全面、对于行使个体语言权的场合规定得过于笼统等问题。应在进一步探讨个体语言权的基本理论问题和借鉴国外个体语言权立法的基础上对其进行相应的修改和完善。

| Abstract: | Individual rights to language is a basic one for people.In the legislation of Law on General Language and Character,the rights fails to represent in many ways,such as right-protection orientated aim for making the law,systematic regulation on individual rights and group ones,sound stipulation of the contents of the rights,and provision of the situations for exerting the rights.So it is necessary to further discuss the basic theories of individual rights to language and to draw foreign relative experience for the amendment of the law. |
