城市轨道交通补贴机制研究

对城市轨道交通的财政补贴需全面考虑社会公众对轨道交通票价的承受能力、企业对补贴的依赖程度和政府对财政补贴支出的承受能力。轨道交通在不同投融资模式下对投资回报的不同要求和在不同运营阶段的特点，均会对补贴机制的激励约束产生不同的影响。本文试图通过对轨道交通不同的投融资模式下的投资回报和不同运营阶段标准成本的分析，结合补贴政策制定的约束性条件，给出在不同情境下适宜的激励性补贴模式，以期在符舍社会利益目标的同时，从政府补贴机制的层面来推动城市轨道交通企业提高效率。

Study on Incentive Subsidy Mechanism of Urban Rail-Transit

It must be taken into account when the subsidy policy for urban rail-transit is decided that the payment ability of public,the degree of dependence on subsidy of enterprise and the support capability of government for offering subsidy.Different investment and financing modes have effects on the incentive subsidy mechanism at different degree,and different development stages of urban rail-transit would do same work.Taking the constraints of rail-transit financial subsidy policy into consideration,the author makes research on urban rail-transit in different investment and financing modes and developing stages,and puts forward the incentive subsidy mechanisms fitting in with dissimilar instance.This paper takes subsidy of government as an incentive design to improve the operating efficiency of urban rail-transit enterprise,and at the same time catches the target improving social welfare.
