| 摘 要： | 社会资源分配问题是人类永恒的主题。特别对于转型时期的中国来说 ,这一问题尤为重要和突出。通过分析2 0世纪 90年代以来政府干预分配中的得与失 ,为提高新时期我国政府干预社会分配的合理性、有效性及适度性 ,政府作用应主要在于 :为市场初次分配创造公平制度环境 ;完善财税体系 ,灵活运用财税政策

On the Social Distribution and Rational Government Functions in the Transition Period of China |

| Abstract: | The distribution of social sources is one of the most important problems in history, which is especially important to China in the transition period. On the bases of analyzing the government functions in the distribution in the 1990s, the authors think, the government functions should focus on the followings: providing good conditions in institutions; improving fiscal system and taking flexible fiscal measures, for promoting the government functions in the distribution. |
