完善养老保险制度是构建和谐社会的重要基础

我国正处在一个经济社会的转轨时期。产业结构快速转型,社会利益格局剧烈变化,各种潜在的社会矛盾与利益不断显现。比较突出的是,收入分配不公与个人收入差距不断扩大,城乡、区域、经济社会发展仍然不平衡,城乡贫困人口和低收入人口还有相当数量,部分低收入群众生活比较困难以及失业、人口老龄化等问题不断出现,特别是农村养老保险的缺失。这些关系群众切身利益的民生问题如果得不到妥善解决,将严重影响和谐社会的建设。社会保障制度因其具有的、多方面的特殊社会功能,在构建和谐社会中具有不可替代的重要作用。由于风险的普遍性,养老保险的覆盖面最广,涉及的对象最多,开支项目最大,因而在社会保障体系中占有特殊的地位。因此,完善养老保险制度,实行多层次的养老保险制度是构建和谐社会的重要基础。
