| 摘 要： | 如果说战略管理被有效地应用于大学的管理 ,使大学发展目标更明确 ,组织功能更明晰 ,内部交流与沟通更畅通 ,那么大学进取性战略则是“十六大精神”的具体体现 ,倡导的是大学要创新、要开拓、要向更高标准看齐 ,实现阶段性跨越式发展的思想。在 2 1世纪头 2 0年里 ,我国大学应与时俱进 ,实施进取性战略 ,从办学目标、学科建设、师资队伍建设、创新性人才培养、科技创新诸方面积极开拓创新

| Abstract: | Strategic management will make the universities have more explicit missions, better organization structure and communication. Such strategies embody the "the spirit of 16th CPC Congress". The university should be more innovative and aim at the high standards through a series of projects for greater development during the first 2 decades in the 21st century. |
