| 摘 要： | 辨析了科技产出能力、科技创新能力、科技竞争能力等概念的区别和联系,指出提高国家科技产出能力的重要意义,分析了我国科技产出中的问题,提出要采取调整国家的科技政策导向和科技发展战略,实施人才、专利和技术标准战略,改革科技项目管理体制等具体措施,提高国家的科技产出能力. |

| Abstract: | This article analyses the difference and connection of the concepts such as scientific and technological output ability,scientific and technological innovation ability and scientific and technological competitive power,etc.It also points out the importance of improving national scientific and technological output ability,and analyses the problems in the scientific and technological output of our country.Moreover the article proposes adjusting the scientific and technological policy guidance and the development strategy in our country,implementing the strategies of talents and the patent and technical standard,reforming concrete measures such as scientific and technological project management system,etc., and improving the scientific and technological output ability of the country. |
