当代农村文化建设存在着基础设施落后、农民日常生活单调、缺乏长远规划、专业人才匮乏等问题。这些问题是由部分领导认识上存在着误区、农民文化素质偏低、农民文化建设主体意识缺失、相关制度不完善等深层原因导致的。只有从社会整体性视野来认识和把握农村文化建设的重要性，从经济、政治、文化交互作用的社会整体性的战略高度全方位地推进农村文化建设；多层次逐步地提高农民的文化素质，使农民群众转变成适应现代社会发展要求的现代农民；培养农民群众的文化建设主体意识，实现农民的文化自觉；进一步完善相应的制度，才能确保农村文化建设健康持续的发展。
