| 摘 要： | 研究＂985＂高校科研不端行为＂立法＂具有重要意义。对内来说,关系到它们作为＂软法＂能否对本校的科研不端现象发挥有效的治理作用。对外来讲,关系到它们对国内其它一千多所高校以及高校之外的众多科研机构制定科研不端＂立法＂发挥积极还是消极的＂榜样＂作用。统计研究表明：＂985＂高校＂立法＂之间对科研不端的各项表现的共识度除少数外,普遍比较低;在＂立法＂用语上＂科研不端＂与＂学术不端＂并无严格区别;在＂立法＂细化程度上清华大学最高,华南理工大学和中国人民大学最低;在科研不端＂立法＂模式上存在两种模式,两者各有优劣。
