| 摘 要： | 京津冀区域协同发展应建立在科技支撑和引领的基础上。目前京津冀形成了多层次、多元化的科技合作格局，但还存在全面科技合作推进缓慢、科技人才流通不畅、政策体系不完善、保障制度不健全等问题。对此，政府应加强战略研究，调集三地专家，通过咨询和调研，摸清三地科技合作的基础和需求，激发三地合作动力，完善政策体系和制度保障机制，将科技资源优势转化成区域竞争优势。
