论自由贸易区建设中的跨区域模式——欧盟、美国及亚洲国家的比较研究

基于成员国的数量,自由贸易区通常被分为单边和双边自由贸易区。这一分类是静态的,其所能反映的自由贸易区的特征非常有限。从地理区域范围的角度,自由贸易区可以分为次区域、区域和跨区域三种。跨区域自由贸易区具有较低的政治风险和建设成本,能提供锻炼谈判能力的机会和进入第三国市场的捷径。实践上,欧盟和美国是在完成其区域一体化进程后才开始跨区域自由贸易区的建设,而因为历史、政治和领土等因素的影响,亚洲的日本和韩国的第一个自由贸易协定都是跨区域的。我国不仅要重视自由贸易区的建设,更应该特别注重跨区域自由贸易区的建设。

A Comparative Study of Cross-Regional FTA in EU,US and Asian Countries

Based on the number of its member states,FTA is usually categorized as unilateral and bilateral.This categorization reflects only a part of FTA’s characteristics because it is static.Geographically,FTA can be classified as intro-regional,inter-regional and cross-regional.Cross-regional FTA has relatively low political risk and construction cost,and can provide some opportunity for improving negotiation capacity and the short-cut to the market of another country..In practice,both of EU and US started their cross-regional FTA construction only after the completion of their regional integration.Due to historical,political and territorial factors,the first FTA in Japan,like that in Korea,is cross-regional.China should attach importance not only to the construction of FTA,but also to the construction of cross-regional FTA.
