| 摘 要： | 政策研究组织在现代公共决策中发挥着重要的参谋咨询作用。廉政建设迫切需要政策研究组织的推动，然而现有的廉政建设政策研究组织却存在明显的缺陷。立足中国实际，借鉴国外成功经验，积极创造有利于廉政建设政策研究组织建立和发展的制度条件，具有特别重要的意义。具体说来，这些制度条件主要包括完善配套的法律制度、规范协调的政府管理制度、科学合理的财政税收制度和公开透明的信息管理制度。

| Abstract: | The policy researching organization plays an important role of advising and consulting in modern public decision making.The construction of a clean government is in sore need of the push of the policy researching organization.However,the present policy researching organization have obvious flaws.It is then essential that we draw on successful experience from foreign countries to develop sound system conditions for the policy researching organization of clean government construction,namely the law system,administration system,finance system,revenue system and information system. |
