新农村建设背景下农村人力资源现状及开发——基于中西部六省市10县（区）的调查分析

中西部地区农村人力资源具有数量及质量上的两大特征。从数量上看,农村人力资源基数大、增长快,从事第一产业比重过大,且女性劳动力比例逐年上升;从质量上看,农村人力资源的文化素质、科技素质不高,导致其适应市场经济的能力弱。因此,必须要从发展农村教育、建立多元农民培训体系及构建农村人力资源开发新机制等方面入手,加快农村人力资源的开发与运用。

Status and Exploitation of Human Resources in Rural Areas on the Background of New Rural Construction----- Based on an Investigation Report on 10 Counties in 6 Provinces in Mid and West China

At present,human resources in rural areas of mid and west China have features in both quantity and quality.From the quantitative point of view,the rural human resources have a large base and grow fast,those who are engaged in the primary industry are too many,and the proportion of female labor force increases year by year. From the qualitative point of view,the cultural quality of human resources in rural areas is not high,resulting in their weak ability to adapt to the market economy.Therefore,we need to develop rural education,establish a diversified farmers’ training system,build a new mechanism for human resources development,and speed up exploitation and application of human resources in rural areas.
