| 摘 要： | 人力资源是社会经济长期持续发展的第一资源。边疆少数民族地区的人力资源开发仍然存在着种种障碍,主要包括制度障碍、经济障碍、文化障碍等方面,全面深入地分析边疆少数民族地区人力资源开发的障碍,使我们深入认识问题所在,可以更有针对性地提出清除障碍的措施,使边疆少数民族地区的人力资源开发和建设走上长期良性发展的道路。
