| 摘 要： | 新型农村合作医疗制度（以下简称新农合）是由政府组织引导支持,农民自愿参加,个人、集体和政府多方筹资,以大病统筹为主的农民医疗互助共济制度。实现这项制度的可持续发展,既是一项政治任务,同时也是一项经济活动。本文结合我国西部地区近几年新农合的运行情况对筹资的适度性进行分析并提出意见建议,以实现这项制度的可持续发展。

| Abstract: | New Rural Cooperative Medical System(NRCMs) is a medical mutual aid system,which is organized by the government,participated by farmers voluntarily,and funded by individual,collective and the government.Hence,the realization of the sustainable development of this system is a political task and an economic activity as well.Combined with operation of the NRCMs in Western China,we do the analysis of the appropriate Financing level of the system to implement it sustainably. |
