| 摘 要： | 为了使 ＢＯＴ方式在我国更多的城市里展开，除了进一步深化改革，完善体制，不断引进 ＢＯＴ技术外，还需要各级政府，以及代表政府的公共部门认识和理解ＢＯＴ方式。基于此，本文就ＢＯＴ的概念，产生的背景，应用情况，我国实施ＢＯＴ的机遇与挑战，以及实施ＢＯＴ应采取的措施等问题进行论述。

| Abstract: | In order to promote BOT approach in many cities in China, on the one hand, it is necessary to further undertake economic reforms, to improve economic system and to introduce BOT technology ; one the other hand, it is also necessary to let government and public organizations at different levels to know and understand BOT approach. Therefore, this paper first introduces BOT concept, emerging background, and its application. It then analyses China' s BOT opportunities and challenges. Some measures and strategies are given for promoting BOT in China. |
