村委会服务功能研究

作为村民自治组织的村委会，其核心职能应该是为村民利益服务，包括维权服务、生产服务、生活服务和公共服务。我国村委会服务功能缺失的主要原因是：利益矛盾和冲突、制度和体制的不完善、农村集体经济的贫弱以及村委会成员和村民素质相对较低。增强村委会服务功能是实现农村善治的关键，增强村委会服务功能的路径主要有：理顺利益关系，强化村委会“服务”取向；完善自治制度，规范村委会“服务”行为；发展集体经济，提升村委会“服务”能力；提高村民素质，营造村委会“服务”氛围；重视村官培训，增强村委会“服务”意识。

Service functions of village committee

The major function of village committee, a self-governing organization, is to serve the interests of the villagers, such as protecting the villagers＇ legitimate rights and providing villagers with services relating to production, life and public domain. However, due to the interest conflicts, the imperfection of established system, the undeveloped collective economy, and the relatively low quality of the villagers, village committee cannot give full play to its service function. In light of this, this article proposes some effective ways to enhance the service function of village committee.
